

Ecosystem approach in marine planning report
A new report proposes a framework for improving the use of the ecosystem approach in the preparation of marine plans.
The Marine Management Organisation (MMO) has published research by eftec and ABPmer into how the MMO can improve the implementation of the ecosystem approach in marine planning.
In undertaking marine planning, the MMO is required by the Marine Policy Statement to use the ecosystem approach, in particular to ensure that human pressures are kept within levels compatible with the achievement of environmental objectives.
The published report proposes a framework for improving the use of the ecosystem approach which is intended to help prepare marine plans, and aims to integrate ecosystem approach principles with the MMO’s marine planning process.
Stephen Hull, ABPmer Technical Director said:
“The need to manage crowded usage of sea waters involving activities with the potential for significant impacts on marine ecosystems (positive and negative) is increasing. Application of an ecosystem approach within marine planning is therefore becoming increasingly important in supporting sustainable development.”
The study explores the practical application of an ecosystem approach to marine planning, recognising that such an approach requires integration of environmental, social and economic factors. The recommended framework provides proportionate assessment, recognising the limitations of existing data.”
Ian Dickie, Director of eftec, commented:
“The study builds on the ecosystem approach principles outlined through the Convention on Biological Diversity (CBD) (the 12 Malawi Principles). It translates these into 10 principles suitable for application in marine planning, within a framework that is accessible to all those with an interest in the marine environment.”
The report was published on 24 February as part of the MMO’s marine evidence and information report series.
