

The cost of managed realignment

ABPmer has carried out a review of the costs that are typically incurred for managed realignment projects in the UK.

This review has been prepared using our OMReg coastal adaptation database and it draws upon cost data from 45 of the 64 managed realignment schemes that have been completed in the UK to date.
From these case examples, it is very clear that managed realignments can be costly and complex to achieve but also, and perhaps of greater concern, that this cost is increasing over time.
The overall fee incurred can reach over £100,000/ha with the costs very much dependent on the location of the works, the extent of any engineering and ongoing intervention requirements, as well as the associated assessment and implementation/mitigation requirements.
Costs for managed realignment can be particularly significant where engineering is required (as is typically the case for habitat compensation schemes). However, lower cost schemes are still implemented, though rarely along more developed/urbanised estuaries.
When it was first implemented, managed realignment was often envisioned as a low cost way of providing flood defence and, while the implementation costs might have rocketed (and ways should be found to moderate these fees where possible), this principle still holds true when the long view is taken.
In addition to flood defence, these projects are frequently delivering numerous other long-term benefits in addition to flood defence. Recognising and understanding these will be increasingly vital for making clear investment cases in the future.
It is hoped that this review will help coastal managers and other interested parties wishing to implement such schemes in the future.
